We are brought in when the stakes are high — distressed projects, asset risk, Building Safety Act exposure, and construction programmes that demand senior commercial expertise, clear strategy, and trusted delivery.
Spencer Commercial Management was founded by Damian Spencer to provide genuinely senior, independent advisory and delivery services to clients navigating complex commercial and construction challenges. We are not a generalist consultancy — we are brought in where the problems are significant and the decisions matter.
Our work spans fund monitoring, employer's agent services, distressed project recovery, Building Safety Act advisory, managed construction delivery, and development management. We have operated at board and senior leadership team level for some of the UK's largest institutional investors and development organisations.
SCM is structured to scale with client need — drawing on a trusted network of experienced construction professionals, from professional services to specialist contractors, to deliver at every level from strategic advisory to construction programme management.
SCM operates across advisory, delivery, and development — each underpinned by the same commercial rigour and senior oversight. Clients engage us at one level and frequently find value across all three.
Rapid diagnostic assessment, risk mitigation strategy, budget re-setting and programme reanimation for construction projects in financial or operational difficulty. We have led recovery of multi-site residential programmes totalling £100m+.
Client-side strategic advisory for asset owners and fund managers navigating Building Safety Act 2022 obligations, FRAEW assessments, fire remediation scoping, and contractor strategy. We help de-risk assets and protect long-term value.
Independent fund monitoring, Employer's Agent, and PQS services for residential development lenders, asset managers, and institutional investors across BTR, PBSA, affordable housing, and private residential sectors.
Fractional or interim senior commercial leadership for organisations requiring board-level commercial capability without a permanent hire. Strategy, governance, procurement, and commercial reporting — at the level that decisions are made.
Commercial advisory for institutional asset managers preparing assets for disposal or assessing capital investment requirements. Risk identification, cost benchmarking, contractor strategy, and readiness assessment to protect and maximise asset value.
Cost planning, procurement advice, contract administration, T&C review, CVR reporting, and claims support including adjudication and litigation assistance. Delivered by experienced professionals under senior supervision.
SCM provides client-side construction management — placing an experienced senior CM at the heart of your project with full commercial oversight, without the overhead and conflict of interest of a traditional main contractor.
We draw on a carefully selected network of specialist contractors, trade packages, and professional services partners, assembled to suit each project. Our role is to control cost, programme, and quality on your behalf — acting always in the client interest.
This model is particularly well-suited to remediation works, refurbishment programmes, residential schemes where contractor insolvency or failure has created a vacuum, and institutional clients who require transparent, accountable delivery without a traditional procurement route.
Delivery capability across a project lifecycle:
Our network. SCM operates through a scalable network of experienced construction, commercial, fire, façade, and professional services specialists — assembled to suit each project's specific requirements.
Stepping in where a contractor has failed — re-mobilising works, assessing progress and liabilities, and establishing a clear delivery path forward.
Managing complex remediation scopes — cladding, fire stopping, fabric defects — where contractor-led delivery carries unacceptable risk to the client.
Construction management of residential schemes for developer and institutional clients — BTR, affordable, and mixed tenure.
Package procurement, contractor selection and appointment, performance management, and supply chain commercial control throughout the programme.
Rigorous programme oversight, CVR reporting, and cost management — providing clients with clear, board-level visibility at all times.
CDM advisory support, proactive behavioural safety management, and regulatory compliance across all site activities.
Beyond advisory and delivery, SCM is actively developing a development management capability — bringing together land, capital, and construction expertise to originate and deliver residential schemes for institutional and private investors.
Our model is grounded in a simple insight: the most valuable role in a development is not the contractor or the funder — it is the person who understands both the commercial risk and the delivery risk, and can structure the deal accordingly. That is what SCM brings.
We work with development finance providers, housing associations, and institutional fund managers to identify opportunities — including stalled, distressed, or underperforming schemes — and structure the right delivery and funding model around them. SCM acts as development manager, taking a commercial fee and, where appropriate, a stake in the outcome.
This service line is in active development. We are building the right relationships, accreditations, and track record to operate at scale — and we welcome early conversations with funders, landowners, and housing associations who share our ambition.
For fund managers and development finance providers:
SCM brings something rare — a principal who has sat on both sides of the table. We understand what funders need to see to release capital, and we understand what it takes to deliver on the ground.
If you have capital to deploy into residential development, or a portfolio of schemes requiring commercial and delivery oversight, we would welcome a conversation.
Public sector & affordable housing SCM is actively building relationships within the affordable and social housing sector, including engagement with public development agencies and SME housing programmes. We are well-positioned to act as delivery partner for housing associations and registered providers seeking commercial management support on new build and remediation schemes.
Client confidentiality is paramount. The following projects are described in general terms to illustrate the nature and scale of our work.
Appointed to take over a significantly distressed construction site comprising four apartment blocks and 74 houses. Conducted rapid assessment, identified material Lean improvement opportunities, restructured the programme, and personally led implementation of Lean construction methodology across the site. The project was delivered on time and on budget from a position of serious risk.
As part of the Senior Leadership Team, led the commercial and operational strategy to close a large-scale modular housing business. Negotiated lease surrender and £8m dilapidation settlement, exiting 14 months ahead of schedule. Developed and executed a bulk disposal strategy — negotiating directly with multiple housing association CEOs — reducing the exit timeline by several years and eliminating ongoing liabilities.
Asked to establish an in-house fund monitoring and PQS consultancy from a standing start — growing the team to six within six months and achieving £500k turnover. Subsequently took over construction delivery of four distressed sites (total value £25m), renegotiating contractor appointments, rebuilding site teams, and delivering to revised financial models — generating £3.6m of new work in Year 1 with a PBT exceeding £550k.
Appointed client-side to provide strategic advisory on Building Safety Act obligations across a portfolio of high-rise residential assets. Scope included coordination of FRAEW assessments, intrusive investigation strategy, fire compartmentation risk analysis, remediation options appraisal, and contractor strategy. Provided commercial risk positioning to support asset disposal decisions and capital planning — enabling the client to proceed with confidence on assets previously considered undisposable.
When institutional clients face complex construction challenges, the default is to appoint a large multi-disciplinary consultancy. SCM offers a different proposition — one that larger firms structurally cannot replicate.
We are engaged where judgment, independence, and the ability to move between strategic advisory and hands-on delivery create outcomes that process-driven consultancies cannot achieve.
Whether you have a live challenge requiring immediate attention, capital to deploy into residential development, or you're planning ahead and want to understand how SCM can support you — we would welcome a conversation. All enquiries are treated in strict confidence.
