SCM sits between traditional consultancy and contractor delivery — providing commercially driven strategic advisory with the capability to coordinate and manage implementation. Spencer Commercial Management was founded by Damian Spencer to provide genuinely senior, independent advisory and delivery services to clients navigating complex commercial and construction challenges. We are not a generalist consultancy — we are brought in where the problems are significant and the decisions matter.

A strategic construction commercial and operations executive with nearly 30 years of experience. Damian spent 20 years with Morgan Sindall — one of the UK's leading tier one contractors — progressing to Senior Commercial Manager with regional responsibility for a £130m turnover portfolio across Yorkshire, the North East, and Cumbria.

He subsequently served as Group Commercial Director at a growth-stage contractor, Managing Director of a residential development finance consultancy and build division, and most recently as Head of Commercial and Construction at a major UK institutional modular housing business — where he sat on the Senior Leadership Team overseeing £132m of live construction and led the orderly closure of a 550,000 sq ft manufacturing operation.

Damian brings direct experience of distressed project recovery, Building Safety Act remediation, fund monitoring, institutional asset advisory, and the commercial structuring of residential development deals.

Our model is grounded in a simple insight: the most valuable role in a development is not the contractor or the funder — it is the person who understands both the commercial risk and the delivery risk, and can structure the deal accordingly. That is what SCM brings.

We work with development finance providers, housing associations, and institutional fund managers to identify opportunities — including stalled, distressed, or underperforming schemes — and structure the right delivery and funding model around them. SCM acts as development manager, taking a commercial fee and, where appropriate, a stake in the outcome.

185-unit residential programme recovered from critical distress

Appointed to take over a significantly distressed construction site comprising four apartment blocks and 74 houses. Conducted rapid assessment, identified material Lean improvement opportunities, restructured the programme, and personally led implementation of Lean construction methodology across the site. The project was delivered on time and on budget from a position of serious risk.

As part of the Senior Leadership Team, led the commercial and operational strategy to close a large-scale modular housing business. Negotiated lease surrender and £8m dilapidation settlement, exiting 14 months ahead of schedule. Developed and executed a bulk disposal strategy — negotiating directly with multiple housing association CEOs — reducing the exit timeline by several years and eliminating ongoing liabilities.

Fund monitoring consultancy established; four distressed sites taken over and delivered

Asked to establish an in-house fund monitoring and PQS consultancy from a standing start — growing the team to six within six months and achieving £500k turnover. Subsequently took over construction delivery of four distressed sites (total value £25m), renegotiating contractor appointments, rebuilding site teams, and delivering to revised financial models — generating £3.6m of new work in Year 1 with a PBT exceeding £550k.

BSA remediation strategy and disposal risk advisory for high-rise residential portfolio

Appointed client-side to provide strategic advisory on Building Safety Act obligations across a portfolio of high-rise residential assets. Scope included coordination of FRAEW assessments, intrusive investigation strategy, fire compartmentation risk analysis, remediation options appraisal, and contractor strategy. Provided commercial risk positioning to support asset disposal decisions and capital planning — enabling the client to proceed with confidence on assets previously considered undisposable.
